PWCOFFSHORE's Long Beach to Catalina race page, as captured in June 2010, names R.P.M. Racing Enterprises as the race's promoter and says the 2009 race saw new classes instituted by Ross Wallach of R.P.M. Enterprises: a Military class, a Manufacturer's Bone Stock class and a Challenged Athlete class.

The IJSBA's promoter lists give him as the contact for R.P.M. Racing Enterprises, Region 1, on its United States promoters page captured in October 2008 and in its rule books of 2010, 2011 and 2012, which list the company under the heading Promoters Organized By The American Power Boat Association (APBA). Its promoters page captured in July 2013, its 2014 rule book and its 2015 draft rule book print Ross Wallach, President, for RPM RACING ENT.

The IJSBA's rules page for the 13th Mark Hahn Memorial 300, as of 20 January 2017, lists him as Race Director on the race committee and as the contact for the race's new fueling rule, and a letter from Mike Follmer posted by the IJSBA with the date 22 February 2017 thanks Ross Wallach, the race director, after the thirteenth race, which the letter says was held on February 18, 2017. The rules page sets the race for 12 February 2017; the two documents give different dates.
