How the sport is organised
Three bodies publish the rulebooks this site has read: IJSBA, UIM and IHRA. They are not branches of one another. Each writes its own classes, its own homologation counts and its own idea of who decides a dispute, and a rider crossing from one to another finds the same word meaning a different thing. This page sets the three side by side.

Homologation is the number of a model the maker must have built before the body will let it race, and the three figures differ by an order of magnitude. The classes column links to each body's class list under Class Legality, where the part answers live.

The rule book is 25 separate PDFs published in different years (2021-2025). Class documents are NOT all from the same season, so two classes are only comparable once you have checked the rulebook year printed on each of them.
A national policy, and a model for affiliates
The document states itself to be the policy in the United States and the suggested model for IJSBA Affiliates throughout the world. Affiliates select their own membership policies, and IJSBA may require modifications to those policies as a condition of continued sanctioning. A tier read off this document is the US policy and a model. It is not a guarantee of what any given affiliate runs, and a rider entering an affiliate event has to ask the affiliate.

UIM calls the craft an "Aquabike" (abbreviated A.B.), not a personal watercraft or waterbike. Rule 500.01 defines it as a mono-hull vessel using an inboard engine - thermal or electric, not excluding prototypes or new technologies - powering a water-jet pump as its primary source of propulsion. The two divisions are Ski (standing) and Runabout (seated).
Unlike IJSBA, this is ONE document covering every class, so cross-class comparisons are all same-season. There are no per-class PDFs of differing vintages.
What governs when rules conflict
Rule 407 "Priority of These Rules" does NOT do what its title suggests. It is a single sentence requiring that the course of the UIM be exhausted before a dispute reaches a civil court - an exhaustion-of-remedies clause, not a hierarchy.
200.01 states only that where rules conflict, the rules concerning the SERIES prevail over the general rules. There is NO stated precedence between the UIM rulebook, national federation rules and event supplementary regulations.

Who interprets the rules
Decided by the National Authority, Race Committee, Race Jury or Appeal Board, guided by the intention and spirit of the rules. Entrants accept that organisers apply the UIM rules "as they may be amended from time to time, and Special Rules that may be published". That is the only amendment mechanism stated.
The rulebook is silent on three things a reader might expect it to state:
- no authoritative-language clause (no statement that English or French prevails)
- no effective or entry-into-force date beyond the 22/12/25 publication footer
- no numbered bulletin or circular procedure

The document carries a version string, not a season. V.20260603 and the top entry of its own revision log, 06.03.2026, are the same date. 2026 is read off that, and ruleBookVersion above is the figure to cite in any claim. The rulebook changed four times between February and June 2026. A claim against it names V.20260603 or it names nothing, which is why every IHRA legality record here that cites the rulebook carries rulebookVersion as well as rulebookYear.
The published PDF is served from a SAS-signed Azure blob link that expires. ruleBookUrl is the rules page it is reached from, which is also the URL the IHRA legality records here cite. Storing the deep link would produce a dead citation.

The rest of the sport: 40 organisations
Three bodies is not the sport. National affiliates, promoters, series and clubs run most of the racing that happens. The directory below lists every organisation this archive's research reached, with the name a register or the body's own document prints, and a grade that answers one question only: does a document establish that a body of this name exists or existed? 28 of the 40 are established that way; the rest are partly established, or listed in their own list at the end because nothing reached could establish them. A contested founding year or an abbreviation nobody expands does not lower the grade; it is said on the row. IJSBA, the UIM and IHRA are treated above and left out of the tables. No person is named anywhere in the directory: a director's name on a registry record is personal data, and the sport's organisations are not.
Using this to find who governs you. Find your country below, then ask the organisation listed for it which of its affiliates or clubs runs racing near you. Whichever body sanctions the event you enter sets the rulebook you are judged against, so that answer is what makes the class legality answers yours rather than somebody else's. This archive holds no calendar of coming races and cannot tell you where the next one is.

The rulebook you race under comes from the event, not from where you live; your machine then decides where you fit inside that book. Start from the race, and each box leads to the next page to read.
How we know: Laid out from what the bodies page and the legality pages state, that the body sanctioning an event sets the rulebook for it: a route through this archive, not a rule of any one body.
The directory reaches 17 countries so far, and two organisations whose country no document reached states. If yours is not among them, that is a gap in this research and not a sign that nobody runs racing there: the three bodies above sanction events in countries this directory has not got to yet.

Names this archive has used or met that no document reached could establish. They stay listed so a reader searching for one finds what is known and what is not, and nothing on them is relied on elsewhere.
- International FreeRide WaterCraft Association (IFWA): likely active, dates not established.
- UIM: The name is French and the UIM never translates it, not even in the English text of its own 2026 Statutes. Three English glosses circulate (International Powerboating Union, International Powerboating Federation and others); none is the body's, and this site prints none.
- IHRA: A bare search for IHRA returns the older drag-racing business line for cars. This is one organisation that added a watercraft discipline, not a namesake: the IHRA mark's ownership update to Cuttell Motorsports, LLC was recorded on 12 February 2025 (TSDR sn86470485, prior registrant IHRA Entertainment, LLC). Search with watercraft, Cuttell or Pro Watercraft Racing Series.
- ECW: Not ECWX. The string ECWX was found nowhere; the organisation and IJSBA both write ECW. ECWX appears to be this archive's own coinage and is not used here.
- GLW: Not GLWX. GLWX was found nowhere; the organisation's own About page writes GLW and the press writes GLWC. GLWX appears to be this archive's own coinage and is not used here.
- AJSBA: One of three bodies that abbreviate to AJSA in circulation: this racing body, the Australian Jet Ski Association (an advocacy body, not a sanctioning one) and an American Jet Sport Association for which no document was reached. A build sheet citing an AJSA 2026 rulebook with X2 classes most likely means this body or the American one. They are not merged.
- AJSA: Shares its abbreviation with the Australian racing body AJSBA as commonly shortened, and with the American Jet Sport Association. This one sanctions no racing.
- JSRA: Two primary sources expand it differently: Jetsport Racing Association on its own site, Jet Sports Racing Association in IJSBA's affiliate directory. Neither is picked. Near-collision: Guam's affiliate is GJSRA.
- CZAVS: The body writes its abbreviation with a hacek on the C and its name with Czech diacritics on its own site; this site writes CZAVS and the name without diacritics, as IJSBA's directory does, so the row is found by the plain letters (convention stated 2026-09-30).
- JJSBA: The one linked source, hwsm.jp, prints JJSBA beside the Japanese name Nihon Jet Ski Kyokai, Japan Jet Ski Association, which leaves the B unexplained; the held Wikipedia and boaters.jp items print Japan Jet Ski Boating Association, which is where the expansion comes from. This archive's own earlier notes used a third variant, Japan Jet Sports Boating Association, that no source prints (checked 2026-10-02; the held rule-book texts and the mirrored books print the words Jet Sports Boating only inside the IJSBA's own name).
- WGP#1: Written WGP#1 with the number. World Grand Prix alone is not the name.
- DJSU: Not DJSA. A DJSA in this archive's earlier notes does not exist: IJSBA's affiliate list has no such body, Denmark is DJSU and Germany is DJSV.

Listed, not established. The body predates the web, no archived site exists, and the only sources reached are this archive's own derived notes, which give two expansions and two founding years. It needs 1980s print before anything on this row is more than hearsay. Corrected 2026-10-08: 1980s print now exists. An Alabama weekly of 21 August 1980 has the U.S. Jet Ski Boat Association choosing Lake Logan Martin for its 1980 southern national championships on 30 and 31 August, so the body existed and had championships scheduled by summer 1980, under a name printed with Boat, not Boating (the notice was printed before the event, so it does not show the races were held); the founded year now reads 1980 or earlier, the grade is partial because the only print is a newspaper, and the expansion stays unsourced.

Checked 2026-09-30 against aquabike.net/championship, which prints that the championship was sanctioned in 1995 by the Monaco-based UIM and that in 2011 Aquabike Promotion (ABP) was appointed by the UIM as worldwide promoter: the 1992 founding and active years, the country Monaco, the sentence saying no document expands ABP, the predecessor UIM Jet Ski World Championship and the adversarial relationship to IJSBA were in no cited source and were replaced or removed, and the name is now the entity name the pages print rather than a description. The promoter's printed address is H2O Racing (CY) Ltd, Nicosia, Cyprus. A 1996 date in this archive's older notes could not be traced to anything.

The APBA lists no current personal watercraft category. The Library of Congress catalogues an APBA serial, Rules for personal watercraft racing, from 1989, the only pre-2022 PWC rulebook found in any library. A 1992 advert lists APBA Watercraft National Champions for the 1991 season, the earliest dated APBA watercraft title held, on one advert only. Checked 2026-09-30: apba.org's About and results pages redirect to apba.tracksideapp.com, whose About page prints American Power Boat Association (APBA) and Established in 1903 and whose categories page adds Unlimited, Jet Sprint, Vintage & Historic and Motosurf to the disciplines; the UIM appears there as a logo only, so the national authority wording moved to what is printed. The Library of Congress link was unreadable that day.

The legal name is simply UWP, LLC: the trademark filings and the state record agree, with empty name-history fields. The IJSBA rule books of 2010, 2011, 2012 and 2014 list Upstate Watercraft Promotions, of Penfield, New York, with the website uwpinc.com, among the organisations the IJSBA supports to promote events in the United States, and the 2010 book's calendar gives the same contact for a UWP-IJSBA Nationals. That the company in those lists is this UWP, LLC, filed in 2012, is a reading from the letters, the state and the website: none of the four books prints the LLC, checked 2026-10-09, and the expansion is graded secondary for that reason. Owner of the Pro Watercross brand. Checked 2026-09-30: hydroflight and SUPXross are not on prowatercross.com and were removed, and the New York LLC qualifier moved from country to scope; the 1998 Northeast world-qualifying, the 2000 National Tour stop and the National Tour management from 2009 had no readable source and are recorded here as unsourced rather than in the relationship field. Corrected 2026-10-09: the row said the expansion circulated only on a networking profile and was sourced to no document; the four IJSBA books print it, so it is now given as theirs.

PWX is shorthand for the brand, not an acronym. No Florida entity named Pro Watercross exists, a genuine negative; an earlier Pro Watercross Tour trademark belonged to a different holder. A derived note says the brand was acquired by East Coast Watercross with a partner; that rests on derived documents only. Checked 2026-09-30: both Wayback links were unreadable that day, and IJSBA's live directory dated 11 June 2024 prints IJSBA Europe with an address at Lede, Belgium, so it was added as a source.

Two registered Belgian bodies exist, the 1987 association and this 2009 federation, and no document says which is the Belgian Jetski Federation of ijsba.eu's page or whether either is vzw Euro (checked 2026-10-02; the mirrored 2002 and 2006 IJSBA books list the Belgian affiliate as the Belgian Jet Sports Boating Association, BJSBA, and the 2010, 2011, 2012 and 2014 books as the Belgian Jetsport Boating Federation, BJBF, neither with a registry number, so the books date a change of name without settling which registered body either is). Director names on the register are personal data and are not recorded. Checked 2026-09-30: IJSBA's directory dated 11 June 2024 prints Belgian Jetsport Boating Federation(BJBF) under Belgium, so the presumed affiliation is now a listed one and the directory was added as a source.
